Proscovia Namubiru Ssentamu

Proscovia Namubiru Ssentamu is one of many African KAAD scholarship holders who have discovered the University of Bayreuth as an excellent academic centre. The tradition of links to Africa there creates excellent conditions for research on African topics, especially in the social sciences. She completed her doctorate in education there in 2003-2006. However, she saw Bayreuth not only as an academic "living space", but also as a social and ecclesiastical one. Her doctoral thesis dealt with the topic of teacher training and compared the methods used in Germany and Uganda. To this end, she conducted research in her home country, of course, but also held intensive discussions with employees at schools in Bayreuth. In addition to her committed participation in the activities of the local parish and the Catholic university community, she was also an active member of the Kolpingfamilie Bayreuth, through which she collected donations for a self-initiated project in her home country.

Proscovia Namubiru is characterised by her academic zeal and good academic performance, as well as her highly valued teaching activities. She initially completed a Bachelor's and Master's degree in her home country of Uganda, both in Education, followed by a one-year additional Master's degree in Curriculum Studies at the University of London. Her doctorate in Bayreuth was followed by further diplomas and certificates in Melbourne and Nairobi. She was honoured for her social commitment during her time in Germany. In 2003, the then Environment Minister of North Rhine-Westphalia, Bärbel Höhn, awarded her the special prize of the German UNIFEM (United Nations Development Fund for Women) for her commitment to the "Akutwala Ekiro" women's group. Academic and social commitment went and continue to go hand in hand even after her return to Uganda: she is a member of the steering group 'East and South African Centre of Excellence for Educational Research Methods and Management' (CERM-ESA) and a leading member of the project 'Strengthening Institutional Capacity for Higher Education Leadership and Management in sub-Saharan Africa'. Both initiatives are based on international partnerships. In her home country, as a member of the Buleega-Makindu Association (BUMA), she contributes to the support of two villages.

Professionally, Mrs Namubiru was initially employed as a lecturer at Makerere University in Kampala for fourteen years (1996 to 2010) before moving to the Uganda Management Institute in 2010, where she has taught ever since and holds the important position of Head of Quality Assurance. Here she is also editor-in-chief of the institute's own Journal of Public Administration and Management.

Proscovia Namubiru is a highly committed alumna in the KAAD network. For many years, she was chairperson of the Ugandan branch of KASEA (KAAD Association of Scholars from East Africa) and regularly gives lectures at alumni seminars and conferences in various African countries. Her topics include regional integration, quality standards in education and similar issues. Most recently, she spoke at the KAAD conference in Tamale Ghana on a topic that is currently the subject of much debate in the African KAAD community: Transformation of African Education Policies and Approaches - Which Type of Education is Necessary to Bring About Meaningful Change? The question was how school education in African countries can be changed in such a way that it contributes to students' independent thinking and encourages them to reflect and act on their own responsibility.
